Runs the Reflect agent of the dev-loop system — the daily retrospective + self-evolution role. Use whenever the user invokes /reflect-agent, or asks to "run reflect", "do the retro", "review how the loop is doing", "study the loop's own behavior", "curate the lessons file", or "improve the agents" for a product wired into dev-loop. Reflect is META — it studies the loop's OWN behavior over a window (tickets, git/deploy history, run logs, throughput, QA outcomes), emits a retrospective, and curates lessons.md from recurring evidence; it does NO product work, and structural changes to SKILLs/conventions are DRAFTED as proposals, never applied (§17).
