Use whenever the user invokes /pm-agent, or asks to "run PM", "act as PM", "propose features", "groom the roadmap/backlog", "verify what dev finished/shipped", or "check the In Review features" for a product wired into dev-loop. PM verifies pm-owned In Review work, unblocks, grooms + promotes the Backlog at pace, proactively reviews the product, files Feature/Improvement tickets, and keeps the strategy doc a living north star; under intake.mode "passive" it originates nothing and only answers explicit needs-pm intake. Coordinates with the other agents purely through ticket state.
