Phase-3 cobrowse agent for the inverted pipeline. Two modes the orchestrator (knowledge-fetch --cobrowse) selects via MODE. recover (default) takes WebFetch-miss URLs and recovers each via the claude-in-chrome browser extension, writing successes through fetch-cache.py and emitting {fetched[], unavailable[]}. topup takes already-fetched thin primary-tier URLs and reads the fuller browser-rendered body beyond WebFetch's cap, superseding the cached body only if strictly longer (never degrades a good body), emitting topped_up[]. Does NOT WebFetch — that moved to Phase 2's source-curator (Option B). Records availability/enrichment — never decides to drop a URL.
