Use when a framework flow needs to match files or artifact prose to relevant dev-guides catalog entries. Reads the dev-guides-navigator cache (JSON with a .content field holding the llms.txt markdown) + a list of files or prose excerpts; emits structured JSON per references/guides-matcher-schema.md. Three modes: plan mode (/implement preflight — input is architecture.md planned components), validation mode (/validate:guides — input is changed files, output compared against artifact citations), and prose mode (research/design/implement preflight — input is phase-artifact prose + a Stage-1 candidate seed; adds semantic/synonym matches and keeps the seed as a floor). Never modifies files.
