What it says it does
This skill manages the self-learning memory layer for the Council plugin. It logs deliberation outcomes, tracks model performance (including self-preference bias), and maintains the routing model that the smart-router uses to make decisions. Triggers automatically after each deliberation to log outcomes, when /council-stats is called to report metrics, and when the routing model needs rebuilding. Phase 6 implementation — persistent JSON storage with deliberation value tracking, routing model support, optimization experiment logging, and bidirectional Obsidian vault sync.
