Always produces: evals/manifest.json, evals/presence/<id>.check.ts, evals/unit/<feature>.test.tsx, evals/runner/run-evals.ts, evals/runner/presence-runner.ts, evals/runner/security-runner.ts, and evals/dashboard/index.html.
