Three modes: install / audit / uninstall. Honors COMMIT_MSG_HOOK_BYPASS for emergencies and surfaces those commits in audit. Trigger with phrases like "install commit-msg hook", "enforce commit messages", "audit commit messages", or "uninstall commit hook".
